Ans: The above lines are taken from the poem "The Miller of the Dee". Here, king Hal praised the miller as England's boast.

The miller is a happy and contented man who lives beside the river Dee. He sings songs loud and free voice. King Hal finds that the miller is much more haapier than him. When the king asked the miller about it, the miller replied that he live by some simple principles which makes him happy. He loves his family and friends. He doesn't borrow money which he can't pay. And he is always thankful to the river dee. After hearing that the king realized that though the miller doesn't have a huge wealth, he is still living his life in a great manner. People with such great principles are boast of England.
